During the 22nd Meeting of the Standing Committee of the First National People’s Congress, it was decided to elevate Zhu De and ten other senior generals to the rank of Marshal of the People’s Republic of China, a recognition bestowed by then-President Mao Zedong. Following this, a special telegram from the Central Military Commission on September 27 announced the promotion of Su Yu and an additional 1,038 senior officers to the rank of general during a formal ceremony held by the State Council. The ranks awarded included 10 marshals, 55 generals, 175 lieutenant generals, and 798 major generals.
